Full Job Description
The Program Specialist will primarily focus on (FSS) Family Self Sufficiency and will provide support to the Section 8 Program.
Administration of Family Self-Sufficiency Program - work together to reach certain goals which the family sets for themselves. The long and short term goals are usually educational, career, transportation, medical, and budgeting, with the long term goal sometimes being home ownership. Maintain a caseload of at least 25 FSS participants. Maintain and monitor the social media accounts for FSS. Verify Section 8 household composition, assets, annual income and calculate participants portion of rent. Complete annual recertification paperwork according to established procedure. Check EIV reports on new clients entering program in 6 months. Deal with suspected fraud cases or program violations. If assistance is needed, consult with Section 8 Coordinator and/or local DSS fraud unit. Discuss and clarify payments with landlords and tenants. Develop and maintain a good rapport and positive image with present landlords/participants as well as potential landlords/participants to the program. Download monthly reports for recertifications and HQS inspections. Conduct move-in, annuals and re-inspections in compliance according to the Section 8 Program. Inform landlord and tenant of the "failed" items and of the time frame for making necessary corrections. Work with landlords and participants to resolve any problems that may arise. Verify information received and determine eligibility. Calculate Total Tenant Payment and prepare Voucher packets for orientation. Hold orientations for enrollments and issue vouchers to new clients as well as those moving. Maintain follow up files for outstanding Vouchers. Maintain activity log on files that have been issued. Process all terminations to ensure correct procedures are followed and all terminations are completed as required by regulations. If necessary, schedule fair hearings. Generate HAP change notices to tenants recertifying monthly, interims and moves.
Associates Degree. 1 - 3 years of experience.
